Fritzinger Dwight L. Nothstein, elected Sheriff in 1995, has
already made significant changes in office operations. These changes include:
the construction of a holding cell in the Courthouse, active participation in a
county-wide training program, process and warrant service for the Court of Common Pleas, assistance in the establishment of a use of
force policy, and the creation of computer access to the Court system database,
which have increased both security and efficiency of this office. The Sheriff’s Office also assists the Juvenile
Court Office in transporting juvenile defendants from their place of detention
to the Court for hearings. There were four transports in 1998. Civil

building is limited to one entrance. Since 1994, the Sheriff’s Department
checks every visitor for concealed weapons. Visitors are required to pass
through metal detectors and scanners. The security officers diligently enforce
the wearing of photographic identification of all employees. BENCH
